Gail’s Law in Wisconsin: Expanding Access To Life-Saving Breast Cancer Screenings

With the signing of Gail’s Law by Wisconsin Gov. Tony Evers, women across the state soon will have expanded access to supplemental breast cancer screenings. The law ensures the nearly 40 percent of women who have dense breast tissue (which can obscure tumors on traditional mammograms) will be able to receive the necessary supplemental screenings at no cost-share, marking a significant stride in early cancer detection and prevention.

“We want to thank lawmakers for coming together and breaking down this barrier that has impacted too many women and families,” said Heather Schimmers, RN, MBA, president of Emplify Health.

“Traditional mammograms, while effective for many, can miss tumors hidden within dense tissue, delaying diagnosis and treatment. Gail’s Law addresses this critical gap by mandating insurance coverage for supplemental screenings, such as ultrasound or MRI, which can reveal cancers that mammograms might not detect.”

The law is named in honor of Gail Zeamer, a passionate advocate who tirelessly fought for insurance companies to provide full coverage for these essential supplemental screenings. Following her eight-year breast cancer battle, her family and supporters have continued to champion the cause, leading to the successful passage of this vital legislation. Zeamer died in 2024.

Health experts agree that by removing financial barriers, more women with dense breast tissue will be able to access the screenings they need in a timely fashion, leading to earlier diagnosis, referrals to specialized high-risk breast care programs and more effective treatment options. Breast cancer remains one of the most common cancers among women, and early detection is key to reducing mortality. Gail’s Law honors the legacy of Gail Zeamer while embodying a collective commitment to advancing women’s health in Wisconsin.

"Insurance coverage for necessary supplemental screenings will be mandated on Jan. 1, 2027, the start of the new plan year. Although coverage doesn’t begin immediately, the legislation is a win for women who soon will be fully covered," Schimmers said.

With this barrier soon to be removed, Emplify Health encourages women to keep up with their regular mammograms and inquire about their risk factors and possible referral to high-risk breast clinics.
